Russian Agents Target Ukrainian Youth for Sabotage Through Telegram
Russian intelligence services have stepped up efforts to recruit Ukrainian teenagers through the messaging app Telegram, aiming to carry out sabotage operations in the Kyiv region. Planned acts included setting fire to trucks and obstructing roads with metal debris. A 17-year-old resident of Kyiv Oblast was coerced into igniting trucks belonging to a local logistics firm and was subsequently detained by Ukraine’s Security Service (SBU).
Recruitment Tactics and Consequences
As part of this covert operation, the suspect was instructed to purchase a pack of screws, hide it in a cache, and send the GPS coordinates to his Russian handler. Additionally, a 16-year-old local was involved in a scheme to scatter screws on a highway to block cargo transport. Both teenagers were recruited separately through Telegram chat groups centered on seeking personal relationships.
Russian operatives exploited fake profiles posing as young women to lure these teens. After establishing initial contact, a Russian intelligence officer pretending to be an SBU agent reached out, falsely claiming that their acquaintances were detained for treason and threatening legal repercussions. The teens were then coerced into cooperating under the guise of assisting an investigation to avoid fabricated charges.
The SBU arrested the 17-year-old following the truck arson incidents. He faces charges under parts 2 and 3 of Article 15 and Article 194 of the Ukrainian Criminal Code. He is currently held in custody and could face up to ten years in prison. Investigations are ongoing to hold all responsible parties accountable.
The Security Service of Ukraine urges citizens to report any attempts at recruitment. Reports can be made via the hotline at 1516, by email at 1516@ssu.gov.ua, or through the Telegram chatbot “Expose FSB Agents” at http://t.me/spaly_fsb_bot.
This case highlights not only the intensified activity of Russian intelligence in recruiting young people but also the serious dangers posed by social media manipulation.

As the conflict persists, the SBU continues to take measures to prevent similar incidents and stresses the importance of public awareness regarding potential threats and appropriate responses. Recruiting youth during wartime presents a heightened risk, making vigilance and timely reporting critical for community safety.
