Targeted Attacks on Ukraine’s Energy Facilities
During the night and morning of November 3, Russian forces launched dozens of missile and drone strikes against three thermal power plants operated by DTEK. These assaults caused extensive damage, forcing all three plants to stop generating electricity, according to a statement from DTEK’s press service. They emphasized that the destruction was significant and that power generation had been completely halted.
On the morning of November 3, Dnipro’s mayor, Borys Filatov, confirmed that one of the thermal power plants in the Samarskyi district of Dnipro was hit. This incident continues a series of deliberate attacks targeting Ukraine’s energy infrastructure. For instance, on November 1, emergency power outages were implemented in Kyiv following Russian shelling of energy facilities. The Kyiv region also suffered damage to energy assets, residential buildings, and vehicles, with a woman injured in Obukhiv district.
Consequences and Regional Impact
As a result of these attacks, nearly 100,000 consumers across Dnipropetrovsk region—including Dnipro, Pavlohrad, and Samarskyi districts—experienced power outages. To restore electricity, over 70 emergency repair teams have been deployed in the region. Earlier, on the night of October 31, Russian strikes caused widespread blackouts affecting about 200,000 households in Dnipropetrovsk and more than 80,000 in Kyiv region.
The ongoing bombardment of energy infrastructure was highlighted by Serhiy Koretskyi on September 30, who noted the scale of the damage. That same day, the Trypilska thermal power plant near Kyiv was struck. On October 14, Russian forces targeted all three of Kyiv's thermal power plants and energy facilities in Kharkiv region. The energy situation remains critical, and further attacks threaten additional outages and severe consequences for civilians.
These persistent strikes clearly aim to destabilize Ukraine’s energy systems, increasing hardship for the population. Given the extensive damage, restoring power will require substantial time and resources, potentially impacting the socioeconomic stability of affected areas. The emergency response efforts underscore the urgent need to protect critical infrastructure amid ongoing conflict.
