The Russian budget lost 1.2 trillion rubles in a year: how sanctions hit oil and gas revenues

The Russian treasury took a 'hot' shower. July 2025 became an unpleasant surprise for budget workers - revenues from the sale of oil and gas fell like a stone. According to the Ministry of Finance, the loss amounted to as much as 28%, which in monetary terms is 787.3 billion rubles. Thus, despite all efforts, capital from the sale of 'noble' energy resources does not flow as expected.


For three consecutive months, financial indicators have been feeling not very well - losses of 30%. The situation with black gold and gas money hurts even more: for six months, losses amounted to 1.2 trillion rubles. As they say, 'on the head'...


Tax revenues have even fallen by 38%, which is a worrying trend. Oil magnates are shifting their hands - they are paying the government 36% less than last year.

The gas industry has actually fallen to the bottom - it brings in three times less money to the budget. The volume of the PDCC for gas was only 51.1 billion rubles, which is 53% less compared to last year. The problem is no longer cosmetic, but systemic.


Europe's reaction to 'Gazprom' is also heating up - exports are experiencing not the best of times. The decline in oil prices, the strengthening of the ruble, and other factors only amplify the negative impact. A large reduction in income is expected in the near future - a reduction of as much as a quarter of the volume of money from oil and gas.


Due to the sanctions imposed by the EU, Russia could lose 1.5 trillion rubles in raw material taxes each year, or 18% of planned revenues. And this is already a serious blow to the budget.


All of this leads to a budget deficit, which amounted to 3.7 trillion rubles in six months. The chief accountant advises the government to sacrifice 'unpromising' expenditures to support the army and security agencies.


The financial catastrophe only highlights Russia's critical dependence on oil and gas emissions. And even in the future, there is a threat of a dangerous path due to international sanctions.
