U.S. Authorities Arrest Russian Spy Who Targeted Ukrainian Volunteer

Russian Spy Arrested in the United States

U.S. authorities have apprehended a Russian intelligence operative, Norma Zarubina, who was operating undercover in an attempt to infiltrate Russian opposition circles abroad. Her espionage operation, which lasted approximately eight months, culminated in her arrest in December 2025. Zarubina cultivated a romantic relationship with American volunteer medic Sarah Ashton-Cirillo to extract sensitive information. This case highlights the persistent intelligence threats faced by Western nations and their allies.

Based in New York, Zarubina sought to befriend influential emigres to gain access to intelligence. She managed to enter an apartment housing prominent opposition figures, including Ilya Ponomarev and Andrei Illarionov, as well as Sarah Ashton-Cirillo. Zarubina and Ashton-Cirillo first met in 2024 at a NATO summit in Washington, D.C. Zarubina re-established contact in 2025, specifically targeting Ashton-Cirillo for information.

Romantic Liaison and Apprehension

The communication between the two evolved into a romantic relationship that continued for about eight months. Ashton-Cirillo traveled to New York in coordination with U.S. intelligence agencies, underscoring the operation's gravity. Ashton-Cirillo, who transitioned in 2019, arrived in Ukraine in March 2022 as an independent journalist. She later volunteered with the Noman Çelebicihan Battalion, serving as a combat medic. In February 2023, she sustained a severe combat injury on the front lines, losing part of her arm, and subsequently served for a time as an official spokesperson for Ukraine's Territorial Defense Forces.

Following her arrest in the U.S. in December 2025, Norma Zarubina pleaded guilty to conspiracy and making false statements. She faces a potential prison sentence of up to 10 years. This incident underscores the serious threats posed by espionage and the critical importance of international security cooperation.

The case illustrates the escalating risks associated with foreign intelligence operations, particularly amid international conflicts and political tensions. Zarubina's arrest may signal heightened activity by counterintelligence services against foreign agents attempting to influence political landscapes.
