Trilateral Talks Held in the UAE

A significant round of trilateral negotiations involving the United States, Ukraine, and Russia took place in the United Arab Emirates (UAE) on January 23-24. The Russian delegation's representative was Lieutenant General Alexander Zorin of Russia's Main Directorate of the General Staff of the Armed Forces, commonly known as the GRU. His presence underscores the high-level and serious nature with which Moscow approached these discussions.

Profile of Alexander Zorin

Born in Kharkiv in 1968, Alexander Zorin currently serves as First Deputy Head of the GRU's Information Directorate. His career includes two postings as Russia's military attaché to Japan. Furthermore, from 2016 to 2017, he acted as the Russian Defense Ministry's special envoy to Geneva talks concerning a ceasefire in Syria. Zorin also helped architect the Syrian National Dialogue Conference in 2018.

Following Russia's full-scale invasion of Ukraine, Zorin participated in May 2022 negotiations related to the surrender of Ukrainian defenders at the Azovstal plant in Mariupol. He was also part of the Russian delegation at talks in Istanbul in May 2025. By a closed decree from President Putin, Zorin has been awarded the title of Hero of the Russian Federation.

Zorin's background includes involvement in recruiting Syrians for the war in Libya. According to Foreign Policy magazine, in 2016 he oversaw a Russian Defense Ministry campaign that recruited Syrians ostensibly to guard oil facilities under the Wagner Group, while in reality they were deployed in combat roles for lower pay.

Zorin's extensive background in both military intelligence and complex international diplomacy suggests Russia may be positioning for a more active, albeit challenging, diplomatic engagement. His role highlights the ongoing intersection of military and diplomatic channels in this conflict.
