Officials and Contractor Face Embezzlement Charges Over $25,000 Park Renovation Scandal

Kyivzelenbud Officials Under Investigation

Prosecutors have formally notified officials from the Kyivzelenbud municipal enterprise and a private contractor that they are suspects in a scheme to embezzle over 1 million hryvnias (approximately $25,000) during the reconstruction of the 'Natalka' park in the Obolon district. The suspects include the deputy head and a department head of the Kyivzelenbud association, as well as the director of a private company.

Investigation Details

According to the prosecutor's office, in December 2024, the officials devised a joint plan to misappropriate public funds. The contractor, in turn, submitted falsified work completion certificates that listed construction tasks which were never actually performed. The Kyivzelenbud officials then approved these fraudulent documents and authorized payment for the non-existent work.

An expert assessment confirmed that the municipal association paid over 1 million hryvnias for these fictitious services, causing equivalent financial damage to the public budget. The investigation is ongoing, with prosecutors taking steps to recover the lost funds. This case highlights the persistent challenges of corruption within Ukraine's public procurement and municipal services sectors, which have been a focus of recent judicial reforms.

This prosecution is part of Ukraine's broader anti-corruption drive, particularly within state bodies responsible for managing budget allocations. The significance of such investigations extends beyond exposing individual abuses; they also demonstrate to Ukrainian society and international partners that authorities are actively working to improve transparency and accountability in the management of public resources.
