Estonian intelligence says Russian military has failed by year five of the war

According to Kaupo Rosin, head of Estonia’s foreign intelligence service, the Russian army has failed to achieve any major breakthroughs on the battlefield, while suffering critical personnel losses that cannot be made up for in the fifth year of the war. He pointed out that Moscow is stuck in a dead end when it comes to replenishing its forces, as the aggressor is losing troops faster than it can recruit them. Rosin warned that announcing an open mobilization could threaten Russia’s internal security, since such a mass draft would be extremely unpopular and could potentially destabilize the country.

Russia’s economic situation

Russia’s economic outlook is also troubling. Rosin emphasized that international pressure—particularly Western sanctions—is producing tangible results and weakening the Kremlin’s position. The main driver of Russia’s poor financial state is the sanctions targeting the financial sector, which are causing significant damage. Restrictions on Russian oil exports are also limiting state revenues. In the first quarter of 2026, Russia’s economy contracted by roughly 0.2%. Additionally, the Russian government has cut its GDP growth forecast for 2026 by threefold—from 1.3% to 0.4%. In March, Russian Economic Development Minister Maxim Reshetnikov acknowledged that the first half of 2026 had been difficult.

Rosin also urged partners not to reduce aid to Ukraine and to maintain the economic blockade of Moscow, stressing: 'So my message is—let’s keep going. Now is not the time to hesitate, let’s just keep going.'
