Deportation of Ukrainian Children to Russia
Ukraine's Defence Intelligence has published the identities of organizations and individuals involved in the forced transfer of Ukrainian children to the Russian Federation under a scheme called 'Cultural Map 4+85'. This initiative, launched by Russia's Ministry of Culture and executed by the state agency 'Rosconcert', aims to relocate over 10,000 children from temporarily occupied Ukrainian territories between 2023 and 2025. This systematic deportation is widely condemned by international bodies as a potential war crime.
The disclosed data indicates the children are being taken from the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions. They are being transported to Russian cities, including Moscow, St. Petersburg, Tula, and others. This has raised significant alarm about the children's welfare and the potential for ideological indoctrination in their new environment.
Ideological Control and Educational Programs
Separate documents also reveal that, starting March 1, 2026, Russia will ban the distribution of films deemed to discredit 'traditional values'. Furthermore, a new compulsory school subject titled 'Spiritual and Moral Culture of Russia' will be introduced in the 2026/2027 academic year. These measures point to a broader state policy aimed at tightening ideological control over youth and reshaping their values.
Key figures named as organizers of the 'Cultural Map 4+85' project include:
- Andrey Yereshko, Head of the Federal State Budgetary Institution of Culture 'Rosconcert'
- Denis Buyanov, General Director of the 'Moscow Agency for Recreation and Tourism' ('Mosgortur')
Their involvement underscores the coordinated, state-level approach Russia is taking to deport Ukrainian children and influence their cultural identity.
The intelligence release has caused deep concern in Ukrainian society and among international observers, highlighting the grave threats to the future of these deported children. The forced removal of children from occupied areas without parental consent is a clear violation of international law, including the Geneva Conventions. Coupled with Russia's planned educational reforms, there are fears the children may be subjected to systematic re-education.
