Russia’s Strategy for Ukrainian Territories Under Occupation
Oleh Ivashchenko, head of the Defence Intelligence of Ukraine, has disclosed Moscow’s intentions to exploit temporarily occupied areas of Ukraine. Russia aims to conduct geological surveys, extract, and remove raw materials from at least 18 deposits. The targeted valuable resources include:

- lithium
- tantalum
- niobium
- zirconium
- molybdenum
- graphite
Additionally, occupying forces plan to seize and export this year’s grain harvest from those regions. Ivashchenko noted that direct losses and disruptions to production and export activities in Russia continue to rise, straining regional budgets—many of which are now effectively bankrupt.
