U.S. Secretary of State Addresses the Ukraine Conflict

U.S. Secretary of State Marco Rubio stated that ending the war in Ukraine requires innovative ideas, as previous proposals were rejected by Kyiv. He made this announcement in Manila following a meeting with Russian Foreign Minister Sergey Lavrov. Rubio acknowledged that the conflict is exacting a heavy toll on both sides, emphasizing that "Ukraine has also paid a huge price. We have seen civilian deaths and strikes on Kyiv. This war has not been good for Ukraine either. So both sides must have an incentive to end it."

Seeking New Pathways to Peace

Highlighting the need for novel strategies, Rubio remarked:

"If peace comes, it will be thanks to some new idea and new concepts. We are ready to offer some of them in the appropriate format if an opportunity arises and conditions are right."
During the meeting, Rubio also conveyed the position of U.S. President Donald Trump, who believes that around 5,000 young Russians are being killed on the front lines each week.

The Lavrov-Rubio meeting was the first since September 2025. In their conversation, Lavrov stressed the inadmissibility of continued arms supplies to the Kyiv regime and criticized the destabilizing policies of European nations seeking to inflict a strategic defeat on Russia. Rubio, for his part, noted that he did not recognize the formulations used by the Russian Foreign Ministry.

Rubio also pointed out that Russians are facing strikes deep inside their territory, while Ukraine faces a winter ahead and needs to protect its skies. U.S. policy on this issue has not changed, and President Trump's primary concern is that people stop dying. According to Rubio, Ukrainians should be able to return home and rebuild their country despite the ongoing conflict.
