Romania Admits It Had Just Four Minutes to Intercept Russian Drone Before Strike

Romanian authorities have acknowledged they lacked sufficient time to intercept a Russian drone that struck a residential building in Galati on the night of May 29. Only four minutes elapsed between detecting the target and its impact—an extremely narrow window for any defensive action, according to Brigadier General Gheorghe Maxim. The general also pointed to legal restrictions on opening fire within a neighboring country's airspace, which further complicate the response to such threats.

The incident occurred amid an attack on Ukrainian infrastructure that left two people with minor injuries. Residents of the damaged building were evacuated. Romania's air defense systems are outdated, with most developed before the widespread use of attack drones. For instance, the Gepard anti-aircraft guns have an effective range of only 1.5 to 6 kilometers.

Response and Legislative Efforts

Gheorghe Maxim emphasized that deploying Gepard systems requires consent from property owners and managing entities, as private property is protected by law.

“We need the consent of owners and managing entities to place such systems... because private property is protected by law. This is peacetime. Where we received consent, we installed the systems. Where we did not, we did not,” the general stated.

Romania's Ministry of Defense is working on legislative changes to improve future responses to similar threats. However, the current situation remains challenging due to existing legal constraints and technical limitations.
