Launch of the 'Prosecutor+' Program
The Specialized Anti-Corruption Prosecutor's Office (SAP) is preparing to launch the 'Prosecutor+' program, which is intended to be an anonymous channel for complaints from military personnel who are under pressure due to the 'Lawyer+' project of former head of the President's Office Andriy Yermak. This step is prompted by the decision of the High Anti-Corruption Court (HACC) on August 10, which eased Yermak's preventive measure, allowing him to travel outside Kyiv to a number of regions. Yermak justified the need for movement by participating in the human rights project 'Lawyer+'.
The head of SAP, Oleksandr Klymenko, announced plans for the program's launch in his interview with the YouTube channel 'There is a Question'. According to him, 'we are simultaneously developing the idea, working on it to create 'Prosecutor+'. So that military personnel under pressure who are being urged to turn to 'Lawyer+' or pose for photos with 'Lawyer+' can complain to us. We will guarantee complete anonymity'.
SAP received 12 letters from military unit commanders supporting Yermak; these appeals came in parts of 3-4 daily. SAP viewed these letters as systematic and as preparation for easing the preventive measure. The 'Lawyer+' project is considered by anti-corruption activists to be an attempt to restore Yermak's reputation, who held the position of head of the President's Office of Ukraine until his dismissal in November 2025. This dismissal occurred against a backdrop of suspicion of money laundering in the construction of the 'Dynasty' cottage community near Kyiv.
The Situation Around Andriy Yermak
After his dismissal, Yermak announced his intention to go to the front lines of the Defense Forces, but instead became a lawyer and joined the 'Lawyer+' project, which claims to provide free legal assistance to military personnel. Yermak's defense used participation in this project as an argument in HACC for easing the preventive measure. HACC set Yermak's preventive measure as detention with the possibility of posting 140 million hryvnias bail; the amount was posted within a few days.
The DEJURE foundation asserts that individuals from convicted bribe-takers to shell companies were involved in raising funds for the bail. Oleksandr Klymenko emphasized the public activity around the initiative, highlighting that it exclusively focuses on Yermak, as there are no other participants or lawyers of the project in the photographs.
