Uncovering a Criminal Organization in the Ukrainian Parliament

The prosecutors of the Specialized Anti-Corruption Prosecutor's Office (SAP) and detectives of the National Anti-Corruption Bureau (NABU) uncovered a criminal organization in the Ukrainian parliament. Among its members were people's deputies who received bribes for voting. The actions of the suspected deputies were qualified as receiving illegal benefits in particularly large amounts.

On December 27, 2025, five deputies from the 'Servant of the People' faction were informed of their suspicion. The group operated from 2021 and provided its members with significant financial payments, ranging from 2000 to 20000 US dollars per month. Since August 2025, the minimum fee for voting increased to 5000 dollars. Law enforcement documented that one of the deputies received 145000 US dollars in November-December 2025.

Structure of the Criminal Organization

The criminal organization had coordinators who controlled other members and transmitted instructions regarding voting. Executors were required to adhere to strict discipline and be present in the meeting hall. Among the suspected deputies:

  • Igor Negulevsky
  • Olga Savchenko
  • Yuriy Kisyel
  • Mykhailo Laba

The uncovering of this criminal scheme was an important step in the fight against corruption in Ukraine.
