Saudi Arabia's New Approach to Yemen
Saudi Arabia has initiated a fresh strategy to resolve the Yemen conflict, a move that has effectively sidelined the United Arab Emirates from its previous role in the country. The Kingdom's new plan sets an ambitious goal of ending the war in Yemen by the close of 2026. To support this objective, Saudi Arabia has allocated approximately $3 billion to pay the salaries of Yemeni military personnel and civil servants, with the total aid package exceeding $4 billion. This conflict, which began in 2014, has created one of the world's worst humanitarian crises.
Key Goals and Measures
The central aim of this new strategy is to build a unified and effective army under the authority of the internationally recognized government, specifically the Presidential Leadership Council. As part of this shift, Saudi Arabia has altered its approach toward southern separatists. The Southern Transitional Council (STC), which attempted a coup in early January 2026, subsequently dissolved itself. Riyadh has also suggested that the question of South Yemen's independence could be put to a referendum, but only after the issue of the Houthis is resolved.
Among other stabilization measures, several officials suspected of disloyalty have been removed from their posts. Riyadh hopes to conclude the active phase of the war and reach a formal peace agreement by the end of 2026. Concurrently, the United Arab Emirates has announced the withdrawal of its remaining counter-terrorism units from Yemen, signaling a clear change in its regional involvement.
