Counterterrorism Operation in Ukraine
The Security Service of Ukraine (SBU) and the National Police have thwarted a planned series of terrorist attacks targeting territorial recruitment and social support centers in Kyiv. The suspects had explored multiple attack methods, including rocket launcher assaults, detonations of explosive devices, and the use of combat grenades and Molotov cocktails. Authorities intervened early, apprehending both men during reconnaissance activities near their intended targets.
Details of the Arrest and Charges
The arrest took place while the suspects were gathering intelligence on potential targets, traveling around Kyiv in their own vehicle. They were observed photographing secured facilities, assessing security presence and surveillance cameras, and mapping escape routes. During the detention, police discovered a live combat grenade inside one man’s car. Both individuals have been taken into custody and face charges under Part 1 of Article 14 and Part 2 of Article 258 of the Ukrainian Criminal Code—preparing a terrorist act as part of a conspiracy. If convicted, they face up to 12 years imprisonment and asset confiscation.
The terrorist plot, allegedly orchestrated on behalf of Russia, involved two previously convicted men:
- One from Chernihiv region, with a prior murder conviction;
- The other originating from Sumy region.
Both served time in the same penal colony and planned to recruit a third accomplice for their attacks. Another suspected collaborator currently abroad has been charged in absentia.
This case unfolds amid recent violence at Ukraine’s territorial recruitment centers. Notably, on October 19, a shooting at the Pechersk district center in Kyiv injured three police officers and three servicemen; the shooter was detained. Additionally, on July 29, an individual violating military registration stabbed and killed a medical officer during a military medical examination at the Podil district center. The suspect faces up to 15 years or life imprisonment, with pretrial detention proceedings underway.
This incident highlights the ongoing threat of terrorism in Ukraine, especially during the current Russian military aggression.
The rise in violent attacks at recruitment centers reflects the tense security environment in Ukraine and underscores the urgent need to strengthen protective measures. The prompt apprehension of these suspects marks a significant achievement in preventing further terrorist activities and safeguarding national stability.
The recent thwarted terrorist plot in Kyiv highlights the escalating violence surrounding military recruitment centers. This incident comes just days after another alarming event, where multiple individuals were injured in a shooting at a mobilization center, raising concerns about security measures in place to protect these crucial facilities.
