Kyiv Region Draft-Dodging Ring Dismantled by Ukraine’s Security Service: Inside the Scheme

Draft Evasion Network Shut Down

Ukrainian law enforcement, including the Security Service of Ukraine (SBU) and the National Police, have broken up a scheme in the Kyiv region that helped men evade military conscription. Three organizers and participants were arrested. The operation involved canceling draft notices, removing individuals from wanted lists and military registers, and arranging deferments—all in exchange for bribes. The group included an instructor from a local recruitment center in Bila Tserkva, his former colleague currently serving in the Chernihiv region, and an accomplice who served as deputy director of a critical company producing uniforms and tactical footwear.

Those involved took bribes to help men avoid mobilization. They forged documents and created fake employment records for draft evaders who never actually showed up for work. The suspects were caught while receiving a bribe payment to remove one evader from the wanted list. During searches, authorities seized mobile phones, incriminating documents, and cash. The detained individuals have been charged under Articles 27.5 and 368.3 of Ukraine’s Criminal Code. Prosecutors have requested pretrial detention, and the suspects face up to 10 years in prison plus asset confiscation.

Broader Investigations and Law Enforcement Actions

The operation was carried out by the SBU’s main office in Kyiv and the region, working with the National Police under the supervision of the Kyiv Regional Prosecutor’s Office. Separately, in Kyiv, authorities uncovered a man posing as a major general who demanded money in exchange for resolving military service issues. This fake officer promised to remove individuals from military rolls, declare them unfit for service, or help them leave the country using forged documents. He asked for $15,000 for his services.

Additionally, the State Bureau of Investigation has charged officials from a recruitment center in the Mykolaiv district for their alleged involvement in another draft-dodging scheme. These cases highlight a systemic problem with conscription evasion in Ukraine and the intensified efforts by law enforcement to combat such crimes.

The dismantling of this network underscores the growing focus of Ukrainian authorities on conscription evasion, especially amid the ongoing war. The arrests serve as a warning that such illegal activities will not go unpunished.
