How Russia's Security Services Recruit Vulnerable Ukrainians and the State's Countermeasures

Як російські спецслужби залучають вразливих українців та заходи держави для протидії цим діям.

The Persistent Threat of Terrorist Attacks in Ukraine

Ukraine's Security Service (SBU) is actively working to prevent terrorist acts orchestrated by Russian special services, who recruit vulnerable individuals to carry out attacks. As part of this preventative work, the SBU launched an information campaign called 'Expose the FSB Agent' and a chatbot, which has already received over 20,000 inquiries, a significant portion from minors. In 2025 alone, the SBU thwarted more than a hundred crimes before they could be executed, including 163 incidents involving explosives that occurred last year. This ongoing hybrid warfare tactic aims to sow fear and instability within Ukrainian society.

Russian intelligence operatives actively seek perpetrators for their criminal plans through online communities and messaging apps, primarily Telegram. Their recruitment schemes frequently target minors, as well as individuals struggling with drug or alcohol addiction. Law enforcement officials emphasize that 'the enemy's goal is to destabilize our society from within.'

A Call for Vigilance

Recent events underscore the persistent danger of terrorist attacks. For instance, in the early hours of March 23 in Bucha, an unknown object exploded near an apartment building, followed by a second blast. Two law enforcement officers were injured in the incident. Authorities detained a 21-year-old local resident suspected of planting the explosives.

Another tragic case occurred on the night of February 22 near the 'Magnus' shopping center in Lviv, where explosions were heard. The detonation of improvised explosive devices resulted in the death of 23-year-old police officer Viktoriia Shpylka. Security expert Ivan Stupak notes:

"There is always some vulnerability. Terrorist attacks will continue. There will be regular arrests, but the Russians will keep trying." - Ivan Stupak

Despite the efforts of law enforcement, the threat of terrorist acts remains acute. The recruitment system utilized by Russian special services continues to operate, requiring security forces to implement additional measures to neutralize it. The conflict has seen a rise in such covert operations targeting civilian areas.

The situation regarding the terrorist threat in Ukraine is complex, and the efforts of law enforcement, while significant, are insufficient to completely eliminate the risks. Preventative measures like the 'Expose the FSB Agent' campaign are crucial for public awareness and preventing recruitment, but they cannot fully eradicate the threat. As Russian services persistently seek new methods of destabilization, it is vital for society to remain vigilant and prepared to respond to potential dangers.

As the SBU intensifies its efforts to combat the ongoing threat of terrorism, it is essential to recognize the broader implications of these security measures. Recent intelligence operations have successfully disrupted plots orchestrated by Russian military intelligence, highlighting the urgency of vigilance among the populace.
