How Russian Agents Try to Recruit Ukrainians

Ukraine's Security Service (SBU) counterintelligence has uncovered attempts by Russian special services to recruit Ukrainian citizens under the guise of law enforcement officials. The occupiers employ various methods, including blackmail, fake summons, and database exploitation to pressure people into committing arson, terrorist acts, and sabotage. Throughout 2026, the SBU and the National Police have identified dozens of such recruitment efforts.

In their operations, Russian agents call or message people via messengers, pretending to be SBU or National Police officers. They also mine customer databases from online stores to collect personal information. Victims are blackmailed with criminal liability on fabricated grounds—such as allegedly buying medical products from Russian websites. The agents demand money to close fake criminal cases and pressure individuals into setting fire to administrative buildings and vehicles belonging to Ukraine's Defense Forces.

Tactics and Methods Used by Russian Intelligence

One widespread practice involves sending fake summons for interrogation at the SBU. To make these documents look convincing, they include forged signatures of high-ranking SBU officials. Recruited individuals are then forced to:

  • monitor specific people,
  • transport packages,
  • purchase chemical components for building improvised explosive devices,
  • prepare terrorist attacks or acts of sabotage.

Sometimes Russian handlers demand money transfers to enemy accounts or cash handovers via courier.

The SBU once again urges citizens to stay vigilant.

“The SBU operates strictly within Ukrainian law, never assigns questionable tasks, and does not send official documents through messengers,” agency representatives state.
Ukrainians are advised to avoid contact with anyone posing as law enforcement, as this could be part of a hostile campaign.

Notably, Russian intelligence is increasingly recruiting women to organize and carry out crimes against Ukrainian military personnel—highlighting the enemy's evolving tactics. In response, the SBU calls on the public to remain attentive and cautious.

These actions by Russian special services demonstrate an intensification of hostile efforts to destabilize Ukraine, leveraging modern technology for information gathering and manipulation. As such recruitment attempts become more common, it is crucial for citizens to stay alert and resist provocations. The Security Service of Ukraine continues working to counter these threats, prevent espionage and terrorism, and safeguard national security.
