Nearly $250,000 Stolen from Ukraine’s Defense Forces: SBU Exposes Charity Fraud in Rivne Region

Corruption Uncovered in Charity Operations

Ukraine’s Security Service (SBU) has exposed a former head of a charitable organization in the Rivne region, suspected of embezzling over 9 million hryvnias (roughly $245,000) intended for the country’s Defense Forces. The funds came from employees at a critical infrastructure facility, who had been voluntarily donating a portion of their monthly salaries into a dedicated account. Instead of using the money for military support, the organization’s leader allegedly withdrew it for personal gain.

According to the SBU’s regional office in Rivne, the charity operated under the umbrella of a critical infrastructure site and was funded entirely through voluntary payroll contributions from the facility’s workers. Following the discovery of the fraud, the organization was dissolved, and the employees established a new entity with stricter financial oversight to ensure transparency.

Legal Consequences and the Need for Oversight

The suspect, a 58-year-old man, has been formally charged under Article 191, Part 5 of Ukraine’s Criminal Code. If convicted, he faces up to 12 years in prison, confiscation of assets, and a potential ban from holding certain positions for three years.

In a separate but related case, police in the Khmelnytskyi region have charged the head of another charity foundation for embezzling over 1 million hryvnias in donations meant to support the Armed Forces of Ukraine. These incidents highlight the critical need for rigorous monitoring of charitable organizations, especially during wartime when every hryvnia raised for the military is vital to national defense.

These cases underscore serious governance issues within Ukraine’s charitable sector, particularly amid the ongoing war, where every donated hryvnia is essential for maintaining the country’s defense capabilities.

Introducing new oversight mechanisms for charity finances could be a crucial step toward boosting transparency and public trust in such initiatives.
