The Security Service of Ukraine (SBU), with support from the head of the Luhansk Regional Military Administration, has exposed a scheme involving the misappropriation of 5 million hryvnias from public procurement contracts. The perpetrators, including officials from the Luhansk OVA, orchestrated sham competitions during tender processes to funnel contracts to affiliated companies. This manipulation allowed them to consistently receive kickbacks in the form of monetary transfers from controlled commercial entities.
Investigators discovered that to conceal the origin of the illicit funds, the suspects used postal shipments sent from the cities of Kropyvnytskyi and Zakarpattia. The operation led to the arrest of the head of a Luhansk OVA department, his deputy, and the owner of a linked company. Searches conducted at their premises yielded mobile phones, computer equipment, ledgers detailing kickback calculations, and cash.
