Ukraine’s SBU Charges Russian Admiral in Absentia Over Dnipro Power Plant Strike

Служба безпеки України висунула обвинувачення проти російського адмірала за напад на Дніпровську електростанцію.

Russian Rear Admiral Faces Charges for Missile Attack

Ukraine’s Security Service (SBU) has leveled charges in absentia against Russian Rear Admiral Vladimir Kuzmin for orchestrating a missile strike on the Pridneprovskaya Thermal Power Plant in October 2022. At the time of the attack, Kuzmin was a captain 1st rank serving as a unit commander. He allegedly ordered the assault on the energy facility in the Dnipropetrovsk region, which was carried out using Kalibr-NK sea-based cruise missiles launched from the frigate Admiral Makarov in the Black Sea. The primary objective was to cut off power to parts of Dnipro.

Following the successful execution of this strike, the Russian leadership promoted Kuzmin to the rank of rear admiral. In parallel, the SBU announced the detention of four pro-Russian agitators across various regions of Ukraine, highlighting the ongoing efforts by law enforcement to counter pro-Russian sentiment within the country. In the Kyiv region, a senior deacon from the Kyiv Metropolis of the Ukrainian Orthodox Church (Moscow Patriarchate) was also exposed, underscoring the crackdown on individuals potentially linked to supporting aggression against Ukraine.

Countering National Security Threats

These actions are part of a broader SBU strategy to address national security threats arising from the war. The significance of such measures lies not only in pursuing justice for war crimes but also in demonstrating Ukraine’s resolve to counter external dangers. This case exemplifies how Ukraine is systematically holding Russian military figures accountable for attacks on critical infrastructure.

  • Increasing accountability for involvement in war crimes and terrorism;
  • Identifying hidden agitators, which is critical for the country’s stability and security amid the ongoing conflict.

In addition to the recent charges against Admiral Kuzmin, the SBU has also intensified its operations targeting Russian military assets in Crimea. This escalation highlights Ukraine's commitment to dismantling the military capabilities of its aggressor.
