Ukraine's Security Service Announces New Charges
Ukraine's Security Service (SBU) and the Prosecutor General's Office have documented new war crimes allegedly committed by Russian Lieutenant General Sergei Kisel. He has been formally notified in absentia of suspicion for waging a war of aggression. Sergei Kisel is the commander of Russia's 1st Guards Tank Army of the Western Military District. From February 24 to March 23, 2022, he commanded the Russian Federation's 4th Tank Division, which participated in the full-scale invasion of Ukraine.
Targeting of Civilian Areas
Units under the 4th Tank Division attacked populated areas in the Chernihiv and Sumy regions. Subordinates under Kisel's command shelled civilian infrastructure using heavy armored vehicles and tube artillery. These attacks resulted in the deaths of 137 civilians in the Sumy region, including 8 children. Hundreds of residential buildings and administrative structures were also destroyed. This pattern of attacks on non-military targets is a central focus of international investigations into the conflict.
The SBU had previously notified Kisel in absentia of suspicion under Part 2 of Article 28 and Part 2 of Article 438 of the Criminal Code of Ukraine, related to war crimes committed by a group. The new suspicion under Part 2 of Article 437 concerns waging an aggressive war. It is also noted that on February 25, 2022, Kisel participated in organizing strikes on civilian infrastructure in Okhtyrka using 'Grad' and 'Uragan' multiple rocket launch systems.
