Ukrainian Lawyer Detained for Accepting $3,500 Bribe to Expedite Disability Benefits

Адвокат в Україні заарештований за отримання хабара в розмірі $3,500 для прискорення процесу оформлення виплат з інвалідності.

Attorney Apprehended in Bribery Sting

In a joint operation, Ukraine's Security Service (SBU) and National Police have arrested lawyer Rostyslav Kaspryv in the Lviv region. He is suspected of soliciting a $3,500 bribe in exchange for services related to securing a disability status. Kaspryv had reportedly offered to help a client obtain a third-category disability classification, quoting a total price of $6,000 for his assistance.

According to the investigation, the client contacted the police after receiving the lawyer's offer. Law enforcement agents apprehended Kaspryv in the Chernivtsi region immediately after he accepted the $3,500 payment. This operation is part of a broader crackdown on corruption within Ukraine's medical and social services sectors.

Legal Charges and Broader Corruption Context

Rostyslav Kaspryv has been formally notified of suspicion under Part 3 of Article 369-2 of Ukraine's Criminal Code. This statute covers the illicit solicitation and acceptance of benefits for influencing decisions made by individuals in positions of state authority. The Lviv Regional Prosecutor's Office is overseeing the case, and pre-trial investigations are currently underway.

This incident is not isolated, reflecting a pattern of corruption in administrative and medical spheres. For instance, a court in Odesa recently ordered the arrest of three officials from a territorial recruitment center and a member of a public organization for extorting bribes related to mobilization issues. Separately, in the Volyn region, an acting head of a district recruitment center was detained for allegedly accepting money to remove individuals from a wanted list. These cases highlight systemic challenges Ukraine faces in combating graft across various institutions.

The arrest of Rostyslav Kaspryv underscores the ongoing struggle against corruption within Ukraine's medical and social services, where abuses of power continue to occur.

Incidents like this demonstrate the critical need for enhanced oversight of both public officials and legal professionals who may exploit their positions. Such corrupt acts can significantly undermine public trust in state institutions and the healthcare system. Ukraine has been intensifying its anti-corruption efforts in recent years as part of its broader reform agenda and path toward European integration.
