The Security Service of Ukraine (SBU) has thwarted a series of planned terrorist attacks in Odesa, arresting three agents working for Russia's Federal Security Service (FSB). The suspects were preparing to remotely detonate improvised explosive devices targeting the vehicles and residences of Ukrainian military personnel and their families. The primary targets were SBU special forces and Ukrainian Armed Forces soldiers engaged in combat operations on the southern front. This incident highlights the persistent threat of sabotage and espionage operations within Ukraine's borders.

Operational Details and Consequences

The detained individuals had conducted prolonged surveillance on the homes and parked cars of Ukrainian defenders. They received coordinates from their FSB handlers to a cache, from which they retrieved two homemade explosive devices. The bombs were intended to be planted at the entrance to the apartments of two Defense Forces servicemen. The arrests were made as the perpetrators were en route to the military residences carrying the explosives.

Those detained include:

  • A 36-year-old man who had evaded military mobilization;
  • A deserter;
  • A member of a public organization focused on maintaining public order.

The operation resulted in the seizure of explosives and smartphones. SBU investigators have formally notified the detainees of suspicion under Part 2 of Article 111 of the Criminal Code of Ukraine (high treason committed under martial law). The suspects are now in custody without the possibility of bail and face potential life imprisonment with confiscation of property.

In related counterintelligence operations, the SBU also prevented planned terrorist acts in Kyiv, Chernihiv, Uman, and Odesa. Furthermore, an agent of Russian military intelligence (GRU), who was involved in preparing caches with explosives, was arrested earlier. These operations are a critical component of Ukraine's domestic defense against hybrid threats during the ongoing conflict.

This case underscores the continuous terrorist threat within Ukraine, particularly amid the war with Russia. The arrest of the FSB agents demonstrates the active efforts of Ukrainian law enforcement agencies to protect both military and civilian personnel.
