Starlink Bribery Case: Ukrainian Security Service Nabs Kherson City Official

Arrest of a Kherson City Council Department Head

Ukraine's Security Service (SBU) has detained a director of a department within the Kherson City Council for demanding a bribe related to the maintenance of Starlink terminals. The investigation revealed that the official sought a 10% kickback on the total contract value from a local entrepreneur. As a result of his actions, five service agreements were signed for terminals located at:

  • two kindergartens,
  • a library,
  • the city executive committee,
  • and the city council's culture department.

Payments for these deals were funneled into bank accounts belonging to the official's live-in partner.

The suspect was arrested while receiving another installment of the bribe. During searches of his office, authorities seized computers and smartphones containing evidence of his criminal activities. He has been formally charged under Part 3 of Article 369-2 of the Criminal Code of Ukraine, which covers abuse of influence. If convicted, he faces up to eight years in prison.

Exposure of a Corruption Scheme

In a related development, the SBU also uncovered a scheme involving hostile intelligence services attempting to restore communication channels for occupation forces. It was found that Russian operatives are trying to recruit Ukrainian citizens to register systems through Administrative Service Centers (known as TsNAPs).

Meanwhile, Poland has confirmed it will continue funding Starlink terminals for Ukraine, ensuring the infrastructure remains operational through 2026.

This situation underscores the critical need to combat corruption at all levels of government, especially under martial law.

Abuses by officials can erode public trust in state institutions and create risks for the security and effectiveness of vital projects like Starlink terminal maintenance. At the same time, the SBU's proactive measures demonstrate law enforcement's readiness to counter corrupt schemes and protect national interests.
