After the deduction of taxes—an 18% personal income tax and a 5% military levy—the average net take-home pay was 21,807 hryvnias. The State Statistics Service confirmed that Ukrainians received an average of 21,807 hryvnias in hand. Significant regional differences in earnings persist across Ukraine. The capital city of Kyiv recorded the highest average salary at 45,651 hryvnias. The surrounding Kyiv region reported a slightly lower figure of 29,077 hryvnias. In contrast, the lowest average wages were found in:

  • Kirovohrad Oblast – 20,083 hryvnias
  • Chernivtsi Oblast – 20,460 hryvnias

Analyzing wages by economic sector reveals even starker contrasts. Workers in the information and telecommunications sector commanded the highest average income, approximately 78,941 hryvnias. Conversely, the arts, sports, and entertainment sector reported the lowest average pay at 18,681 hryvnias. Notably, plasterers could earn around 63,000 hryvnias. It is important to note that in January 2026, the average wage had fallen by 9.5% compared to the end of 2025. Furthermore, the total wage arrears owed to workers as of March 1, 2026, amounted to 3.5 billion hryvnias.
