How Artificial Intelligence and Staffing Gaps Intersect in Ukraine
According to Ukraine’s Economy Minister Oleksiy Sobolev, artificial intelligence will not replace human workers in the country—instead, it will boost their efficiency. The labor shortage is so severe that businesses are actively retraining existing staff rather than laying them off. Sobolev emphasized that AI’s primary role in Ukraine is to significantly enhance productivity, not to eliminate jobs. He noted that due to the scarcity of people, companies are hiring and upskilling workers, ensuring employment opportunities for virtually everyone.
Yulia Zhovtiak, head of the State Employment Service, echoed this perspective. She pointed out that Ukrainian enterprises are already integrating robotic systems at a rapid pace. Businesses are constantly seeking ways to modernize production and are on the lookout for new equipment that can reduce reliance on manual labor, she stressed.

An analysis of financial reports for 2025 reveals that 78% of Ukrainian companies (173,510 enterprises) ended the year in the black. In contrast, 21% of businesses (45,752 firms) reported losses. This indicates that despite ongoing challenges, a solid majority of Ukrainian enterprises are maintaining positive financial outcomes—a trend likely linked to the aggressive adoption of cutting-edge technology and automation.
