Three Priorities for Boosting Europe's Role in Peace Efforts Outlined by Ukraine's Foreign Minister

EU Council Meeting and Key Cooperation Areas

On May 11, Ukrainian Foreign Minister Andrii Sybiha attended the EU Council meeting in Brussels, where he outlined three critical priorities: strengthening Europe's role in peace initiatives, enhancing European security, and advancing Ukraine's EU accession process. Sybiha called for increased pressure on Russia, specifically proposing:

  • a ban on entry for Russian combatants;
  • tougher sanctions targeting the energy sector and the shadow grain fleet;
  • full utilization of frozen Russian assets.

Sybiha stressed the need to establish a Special Tribunal and an International Compensation Commission to isolate Russia further. He also highlighted recent drone incidents in the airspace of Baltic nations and Finland, which resulted from Russian electronic warfare systems. The minister proposed that Ukraine and the EU sign a drone agreement, dubbed a "Drone Deal," and expressed readiness to deploy expert teams to assist in protecting the airspace of those countries.

European Integration and Reforms

On European integration, Sybiha emphasized that the political will for EU membership exists and that Ukraine's parliament is prepared to pass necessary legislation swiftly.

“The political will is there, and our parliament is ready to make quick decisions. But we also need reciprocity and steps from the EU. It is very important to send a signal to the Ukrainian people that the accession process is moving forward,” he stated.

Additionally, Sybiha announced Ukraine's plan to open the first negotiation cluster on May 26 and its ambition to open five more clusters by the end of Cyprus's EU presidency. He also expressed the intention to sign an EU accession agreement in 2027.

“Now is the time for action. Action for peace, for a renewed strength in Europe, and for solving long-standing problems,” the minister underscored.

In parallel, Sybiha noted the importance of Ukraine continuing reforms in areas such as:

  • judiciary;
  • anti-corruption;
  • labor legislation;
  • education;
  • science;
  • energy;
  • agriculture.
