Online Coordination Meeting with Heads of Ukrainian Diplomatic Missions Abroad

Ukrainian Foreign Minister Andrii Sybiha convened an online coordination meeting with the heads of Ukraine’s foreign diplomatic missions. During the session, the ministry outlined critical priorities for the diplomatic corps. These include launching six negotiation clusters with the European Union, preparing the 21st sanctions package, banning entry for Russian citizens linked to aggression, and tightening penalties for the theft of Ukrainian grain. Participants also coordinated preparations for international events scheduled in the second quarter of the year.

Sybiha stressed the urgency of opening all six negotiation clusters as swiftly as possible. He noted that the timeline is tied to Cyprus’s upcoming EU presidency, while Ireland’s tenure is expected to see the closure of several negotiation chapters.

“We aim to open all six negotiation clusters as soon as possible. The priority timeline is Cyprus’s EU presidency. During Ireland’s presidency, we hope to close several negotiation chapters,”

Key Tasks Outlined at the Meeting

The meeting identified several core objectives:

  • Preparing and finalizing the 21st sanctions package, designed to inflict maximum pain on the aggressor;
  • Imposing entry bans on Russian citizens involved in aggression against Ukraine, as well as their family members;
  • Securing new contributions to PURL;
  • Strengthening the protection of energy infrastructure ahead of the next winter season;
  • Building a coalition of partners to counter ballistic threats;
  • Attracting additional investments to scale up Ukraine’s defense-industrial complex;
  • Implementing the drone deal initiative and advancing joint production capabilities.

In the context of Russia’s aggression, the minister emphasized the need to continue countering Russia’s shadow grain fleet and its attempts to sell grain from temporarily occupied territories.

Sybiha also called for stronger sanctions within the EU and G7. Meeting participants coordinated preparations for key international events and negotiations involving Ukraine’s President in the second quarter. Sybiha underscored that under current conditions, no event can be merely ceremonial—'all of them must deliver concrete decisions and steps to strengthen Ukraine’s position and increase pressure on the aggressor to force Russia to end the war.'

This meeting marks a significant step for Ukraine as it intensifies diplomatic efforts on the global stage. By setting clear tasks for the diplomatic corps and preparing new sanctions, Ukraine aims not only to defend its interests but also to rally international support in countering Russian aggression. Successfully opening EU negotiation clusters and implementing sanctions could substantially influence the trajectory of events both regionally and globally.
