Ukraine’s Top Diplomat Addresses Polish Outrage Over Presidential Decree
Andriy Sybiha, Ukraine’s Minister of Foreign Affairs, has pushed back against criticism from Poland following President Volodymyr Zelenskyy’s decision to bestow the honorary title “Heroes of the Ukrainian Insurgent Army (UPA)” on the Special Operations Center North, a unit within Ukraine’s Special Operations Forces. Sybiha stressed that the move carried no anti-Polish intent, asserting that the servicemen who selected the name deserve respect.
According to the minister, the Special Operations Center North aimed to honor those who fought against Moscow and communist occupation. “I know for certain that our military personnel had absolutely no anti-Polish intentions in mind. For them, it was about paying tribute to those who, many years ago, fought against imperial Moscow,” Sybiha stated.
He also urged both sides to lower tensions and refocus on the common struggle against Russia, a threat that endangers both Ukraine and Poland.

Meanwhile, Marcin Przydacz, head of the International Policy Bureau at the office of Poland’s president, demanded that Zelenskyy apologize to Karol Nawrocki. Nawrocki, in turn, has indicated he will seek to strip the Ukrainian president of Poland’s highest state honor as a consequence of this decision. In response, Sybiha emphasized the importance of preserving the dialogue between Ukraine and Poland, a relationship built over nearly two years.
He thanked Warsaw for its leadership in supporting Ukraine during the war and called for even the most difficult issues to be discussed in a spirit of mutual understanding.
