Europe Must Step Up in Peace Efforts, Ukraine’s Foreign Minister Urges

Andrii Sybiha’s Address at the 'Strategic Ark' Conference

Speaking at the Polish Institute of International Affairs (PISM) 'Strategic Ark' conference in Warsaw, Ukraine’s Foreign Minister Andrii Sybiha called for a stronger European role in peace initiatives. He stressed that this should complement—not replace—the diplomatic track led by the United States. Sybiha noted that Ukraine expects to open six negotiation clusters soon, a move that aligns with the interests of both Poland and the wider European community.

During his speech, Sybiha highlighted the need to maintain pressure on Russia and confirmed Ukraine’s openness to a 'Drone Deal' with the U.S. and the EU.

“The time has come to enhance Europe’s role in peace efforts—not as an alternative to the main U.S.-led diplomatic track, but as a vital complement. European involvement in the peace process could help resolve specific issues, such as a ceasefire near airports,”
he stated.

Ukraine’s Defense Capabilities

Sybiha also reported no delays in U.S. arms deliveries under the PURL program. He emphasized that Ukraine now supplies over 40% of its military’s needs through its own defense industry and is keen on localizing production of critical weapon systems.

“The war has taught us a key lesson: we must become more self-reliant. We have scaled up our defense industrial base and now cover more than 40% of the army’s requirements,”
Sybiha added.

He also mentioned agreements to send Ukrainian instructors to train partner nations’ armed forces.

“This involves our unique combat experience, cutting-edge technology, and joint production. We are interested in expanding this cooperation, as it serves our mutual interests,”

the minister underscored. Sybiha further noted that Ukraine is making progress toward building its own national air defense system capable of intercepting ballistic targets.

Sybiha’s remarks underscore the importance of international collaboration in countering aggression and the need to bolster Ukraine’s defense capabilities. A stronger European role in peace talks and participation in military programs could enhance regional stability and boost Ukraine’s efforts to restore its sovereignty.
