Energy Resilience Plans for the Autumn-Winter Period

Seven Ukrainian regions—Chernihiv, Sumy, Kharkiv, Poltava, Cherkasy, Vinnytsia, and Odesa—have now submitted their energy resilience plans for the 2026/2027 autumn-winter season. These strategies are designed to prepare the energy system for the next heating season, accounting for the ongoing challenges posed by Russia's aggression, which targets not only thermal power plants but also water supply and sewage systems. This planning is part of a broader national effort to harden critical infrastructure against systematic attacks.

The Ukrainian Cabinet of Ministers, in coordination with regional state administration heads and energy company representatives, is actively working to prepare the energy grid for winter. Key aspects of this preparation include:

  • Protecting critical infrastructure,
  • Developing distributed power generation,
  • Implementing alternative power sources for critical facilities,
  • Decentralizing heat generation.

“We are seeing strong, practical cases—from the physical protection of facilities to the implementation of decentralized heat generation.”

He added that “specific, verified readiness indicators have been recorded for each region,” allowing them to be consolidated into a unified analytical framework for coordinating actions and scaling up solutions quickly. However, Kuleba noted that some oblasts still require significant revisions to their plans.

The Significance of Energy Resilience

The resilience plans from these seven regions mark a crucial step in winter preparedness, given the current military situation in Ukraine. Developing alternative energy sources and decentralizing heat generation can significantly enhance the security of energy systems by reducing reliance on centralized supplies, which are vulnerable to attack. Ensuring all regions achieve sufficient readiness is vital, as it will directly impact the stability of power supply for both the population and critical facilities during the winter months. The success of these measures is key to national resilience in the face of continued threats to essential services.
