Six banks of Ukraine allocated UAH 21.5 billion for defense: who will receive funding

Consortium Credit Agreement for the Defense Industry

Six Ukrainian banks have signed a consortium credit agreement worth UAH 21.5 billion for three years under state guarantees to finance enterprises of Ukraine's defense-industrial complex. This agreement is an important step in strengthening the country's defense capabilities, as the funding will be directed to support defense enterprises.

The Ministry of Defense worked for over four months to finalize this agreement, indicating the government's serious intentions regarding the development of the defense industry. According to reports, private defense industry enterprises managed to attract almost UAH 5 billion in 2025, highlighting the sector's activity in the face of modern challenges.

Financial Support and International Ratings

Additionally, it is worth noting that Fitch Agency has raised Ukraine's long-term foreign currency rating from RD to CCC, which may indicate an improvement in the country's financial condition. The successful restructuring of 94% of external commercial state debt also points to Ukraine's efforts to stabilize its economy. Moreover, the European Union plans to provide Ukraine with financial assistance amounting to EUR 90 billion in 2026-2027, which could provide additional support for the development of the defense sector.

“The scale of the consortium indicates the banks' readiness to support the defense industry and participate in strengthening the country's defense capabilities,” said Denys Shmyhal.

Thus, the new funding obtained from six banks will be an important element in meeting Ukraine's defense needs.

This agreement reflects not only financial support for the defense industry but also Ukraine's overall efforts to strengthen its economic and defense capabilities amid growing challenges.
