The Vice Prime Minister for Reconstruction - the Minister of Development of Communities and Territories of Ukraine Oleksii Kuleba emphasized that the pricing system in construction really needs to be revised. He highlighted this issue in the podcast 'RISE Ukraine. Everything about reconstruction'.
Kuleba stressed that the formation of prices for construction works should be transparent, modern, and understandable for all market participants, as this is the basis for quality reconstruction and public trust.
The main points from his speech include:
- The Ministry of Development is working on updating the approaches to pricing to create a unified and fair model that reflects real market prices and ensures responsible use of state and donor funds.
- Current budgetary standards are outdated and are being updated slowly or do not correspond to the real market, which can cause price instability and reduce transparency.
- The new pricing model will be based on international practices, with the introduction of digital technologies, openness in determining the cost of works, as well as relevant approaches to forming prices for materials, wages, engineering services, and contractor work.
- A Working Group has been created to analyze market prices, the structure of costs, and develop an updated methodology.
The government is improving the pricing system in construction, trying to make it more transparent and efficient, which will help enhance reconstruction and attract investment in this sector. The new model will be based on international standards and modern technologies, fostering increased public trust in construction projects.
