Updates to Electronic Military Registration Document Requirements
Ukrainian men aged 18–60 who apply for consular services abroad are no longer required to generate their electronic military registration document (e-ВОД) within 72 hours of the appointment. The document merely needs to be valid when they contact the consulate. The duty to show the document remains unaffected. The adjustment is meant to ease consular procedures for Ukrainian citizens staying abroad. These rules change under Cabinet of Ministers Resolution No. 981.
Under the new framework, eligible men must have a valid e-ВОД at the time they request consular services. Previously, the document had to be freshly created within 72 hours before the consultation. The e-ВОД is generated through the Reserv+ application. Even so, consular officers may still refuse assistance under certain circumstances:
- The e-ВОД is invalid or contains data that must be updated.
- No valid document is presented.
- The document does not confirm that personal details are current.
Exceptions and Data Refresh Possibilities
The e-ВОД is not required for issuing a certificate for returning to Ukraine, nor for consular procedures dealing with children of Ukrainian nationals when the other parent is a foreigner or stateless person. It is also not required for actions filed by Ukrainians who are under arrest, detained, or imprisoned abroad.
Men who cannot log into Reserv+ will, in the near future, be able to refresh their records through embassies and consulates. By the end of 2026, Ukraine's Ministry of Foreign Affairs and Ministry of Defense plan to introduce data updates via consular registration. This would involve either registering for consular services or updating existing details at a diplomatic post. If no tax number is on file, it will be issued through the e-Consul system at a Ukrainian embassy or consulate.
The amendments taking effect are grounded in Cabinet Resolution No. 981, which establishes a fresh procedure for running the Unified State Register of conscripts, military-age persons and reservists, repealing the previous 2024 regulations. These legislative changes could greatly simplify how men abroad obtain consular services by eliminating the old time restrictions on generating the e-ВОД. This may also improve citizens' mobility and speed up their access to necessary services.
