Cancellation of mandatory recalculations for heat: what will change for meter owners

A bill No. 14329 has been registered in the Verkhovna Rada of Ukraine, which provides for the cancellation of mandatory recalculations for heating for consumers with individual meters. This step could significantly change the system of accounting for thermal energy for apartment owners who use individual metering devices.

Currently, a 'minimal share' rule is in effect in Ukraine, according to which, if an apartment consumes less than 50% of the average indicator, its owner receives additional charges. This has caused certain payment problems for heating, as many residents are forced to pay more than they actually consume. Bill No. 14329 aims to eliminate this practice, which may ease the financial burden on consumers.

Changes in legislation

The proposed changes concern Article 10 of the Law of Ukraine 'On Commercial Accounting of Thermal Energy'. If the bill is passed, the clause on mandatory recalculations will be excluded. This means that owners of apartments with individual meters will not be obliged to pay for the amounts of heat they have not consumed, and the current system of recalculations will be abolished. It is expected that this will positively impact the situation regarding heat payments in Ukraine.

The cancellation of mandatory recalculations may become an important step towards a fairer system of accounting for thermal energy, which in turn may increase consumer satisfaction levels. The bill reflects the government's efforts to adapt legislation to the needs of the population and improve conditions for those who use individual meters.
