How many Ukrainians received new housing under the eRecovery program in 2025

In 2025, the eRecovery program allowed over 7,300 families of internally displaced persons (IDPs) to purchase new housing instead of that destroyed by the war. In total, over the two years of the program's operation, 134,771 families received compensation for 45.3 billion hryvnias, of which 23,862 were housing certificates worth 34.5 billion. This was reported by the Ministry of Communities and Territories Development of Ukraine.

How the eRecovery program works

Launched over two years ago, the eRecovery program has become a key tool for restoring housing for those affected by Russian aggression. It covers both the repair of damaged homes and compensations for destroyed properties.

As of September 22, 2025, payments for damaged housing were received by 110,909 families for 10.8 billion hryvnias. For destroyed homes, 23,862 certificates were issued, which allowed 15,609 families to purchase new residences.

In 2025, the focus was on IDPs: 7,321 families utilized the mechanism for purchasing housing in safer regions, with plans to assist another 3,000 by the end of the year.

What changes are in the eRecovery program in 2025

New government initiatives have expanded the accessibility of the program. Key changes:

  • Assistance for IDPs from temporarily occupied territories: for the first time, a program has been approved for families from occupied territories where examination is impossible. In the first stage, 3,700 families with a person with disabilities or war-related disabilities will receive vouchers worth up to 2 million hryvnias. They are working with partners for full coverage.

  • Remote examination: for combat zones – damage confirmation through satellite images, drones, photos, or acts from the State Emergency Service/police. This allows for risk avoidance.

  • Construction on the site: 663 families have already received the first tranches of 805 million hryvnias for rebuilding on their own land.

  • eHome: a new program for IDPs and frontline regions – compensation for 70% of the down payment (up to 30% of the value), 70% of payments for the first year (up to 150,000 hryvnias), and up to 40,000 for fees. The cost of housing is up to 2 million hryvnias.

The eRecovery program started in 2023 in response to mass destruction from Russian shelling. Since the beginning of the full-scale invasion in 2022, Ukraine has lost thousands of homes, leading to millions of IDPs. The government, with the support of international partners, has invested billions in recovery. In 2025, the focus shifted to IDPs and occupied territories, with an experimental municipal rental housing project. This is part of a broader strategy "eRecovery," which has already reached 134 thousand families and plans to expand.
