EU issued 74 thousand protections to Ukrainians in October: new data from Eurostat

In October 2025, the countries of the European Union issued 74,175 new decisions to grant temporary protection to Ukrainian refugees. This is the second largest monthly figure of the year, second only to the September peak. This was reported by Eurostat, as noted by 'Glavkom'.



The total number of Ukrainian refugees with temporary protection in the EU as of October 31, 2025, reached 4.3 million people. Although compared to the end of September this year, the number of refugees decreased by 6,170 people, or 0.1%, which may indicate the beginning of repatriation or transition to other migration statuses.



Germany and Poland - leaders in accepting refugees



Germany continues to be the leader among EU countries in terms of the number of Ukrainian refugees, having accepted over 1.2 million people, accounting for almost 28.6% of the total number in the EU. Poland ranks second with 965,005 people (22.5%), while the Czech Republic occupies the third position with 393,005 people (9.1%).



Regarding the ratio of refugees to the local population, the leadership belongs to the Czech Republic (36.0 per thousand people), followed by Poland (26.4) and Estonia (25.5). On average across the EU, this indicator is 9.5 per thousand people.



Demographic composition of refugees



The vast majority of individuals who were granted temporary protection in the EU are citizens of Ukraine (over 98.4%). Of these, 43.8% are adult women, 30.8% are minors, and 25.5% are adult men.



Eurostat notes that some countries may have specific features in collecting statistics. For example, France does not account for minors, while Spain, Cyprus, and Greece may include individuals whose temporary protection status is no longer valid. Data for Luxembourg, Portugal, and Iceland for October 2025 was not available at the time of publication.



According to Eurostat, in October 2025, the number of Ukrainian refugees in EU countries remains significant, although there is a gradual decrease in numbers. Germany, Poland, and the Czech Republic remain the leaders in the number of accepted refugees. Much attention is paid to the demographic composition of refugees, where women and minors predominately make up the group.
