Ukrainian Military Police Investigate Recruitment Center After 55-Year-Old Man's Death

Investigation Launched into Fatal Incident in Dnipropetrovsk Region

Following the death of a 55-year-old man, Ukraine's Military Law and Order Service has initiated an official investigation into the activities of a Territorial Recruitment and Social Support Center (TRC) in the Dnipropetrovsk region. The Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, ordered the probe and tasked Vitaliy Levchenko, head of the Main Directorate of the Military Law and Order Service, with its execution.

The incident, which resulted in the man's death, occurred on February 7, with law enforcement being notified after midnight. According to preliminary expert findings, the cause of death was a severe head injury. Dnipropetrovsk regional police have detained three TRC servicemen suspected of inflicting the fatal injuries on the local resident. The detainees are charged with intentional grievous bodily harm resulting in death, under Part 2 of Article 121 of the Criminal Code of Ukraine.

Court Proceedings and Investigative Actions

On February 9 and 10, the court selected pre-trial restraint measures for the three suspects. One suspect was remanded in custody without bail, proceedings for a second were adjourned until February 10, and the third was ordered detained for 60 days without bail set. The Eastern Territorial Directorate of the Military Law and Order Service has notified the National Police of Ukraine, the Specialized Defense Prosecutor's Office, and the State Bureau of Investigation about signs of a criminal offense.

The Military Law and Order Service emphasized its full cooperation with investigative bodies to ensure an objective and impartial inquiry into the circumstances. A pre-trial investigation is currently underway, involving the collection and analysis of information, as well as interviews with officials and witnesses. Service representatives stated that all facts potentially indicating an abuse of power will be promptly assessed in accordance with Ukrainian law.

The command of the Armed Forces of Ukraine and the Law and Order Service categorically condemn any acts of violence, abuse of authority, or unlawful actions by servicemen, including representatives of the TRCs and social support units.

This case highlights ongoing challenges within Ukraine's military justice system, particularly concerning oversight of conscription personnel during a period of national mobilization. The investigation could yield significant conclusions regarding human rights observance in military service and may drive reforms to prevent similar incidents. Its findings are expected to inform future actions aimed at enhancing transparency and accountability within military units.
