Ukrainian Minister and NATO Chief Visit Bombed Power Facility

Ukraine's Energy Minister Denys Shmyhal and NATO Secretary General Mark Rutte visited a Kyiv combined heat and power plant (CHPP) that had been struck by the Russian Federation overnight. The visit occurred as temperatures plunged to -25°C (-13°F), severely straining Ukraine's heating systems. During their meeting, Shmyhal and Rutte discussed protecting Ukraine's energy infrastructure and enhancing cooperation to counter cyber threats targeting the energy sector.

This winter, Russia has intensified its attacks on Ukraine's energy sector, particularly in Kharkiv, prompting heightened security measures. Occupying forces continue to target CHPPs and thermal power plants (TPPs) that provide heating for districts in Kyiv, Kharkiv, and Dnipro. Denys Shmyhal stressed the critical need to defend these heating and electricity supply facilities, specifically through air defense systems and missile support.

'This attack came just as the temperature dropped to -25°C. This crime must be properly assessed. We emphasized this together with Foreign Minister Andrii Sybiha. In my conversation with Mr. Rutte, we focused on the importance of strengthening the protection of heat and electricity supply facilities. It is vital to ensure the timely supply of weapons, as Russia is ramping up its own production,' stated Denys Shmyhal.

Cooperation to Counter Aggression

He added: 'We must work together, because Russia continues to wage a hybrid war against NATO members as well. Sharing experience will help us strengthen the protection of our infrastructure.' These measures are aimed at ensuring the stability of Ukraine's energy system amid external aggression. The destruction of energy infrastructure is a central tactic in Russia's winter campaign against Ukrainian civilians.

The visit by Ukraine's Energy Minister and the NATO Secretary General underscores the vital importance of international cooperation in countering Russian aggression, especially during winter conditions when energy infrastructure becomes a primary target. Successfully ensuring Ukraine's energy security is crucial not only for the country's stability but also for broader regional security, as energy disruptions can have cascading effects across Europe.
