In Ukraine, a reform of the social support system is being prepared: the government proposes transitioning to a more targeted payment model with a new type of assistance for low-income families. The corresponding bill has already been supported by the relevant committee of parliament. This was reported by "Znaj.ua".
Basic social assistance: what changes are proposed
The initiative was examined by the Committee on Social Policy and Protection of Veterans' Rights in the Verkhovna Rada of Ukraine. Bill No. 15094 provides for the introduction of basic social assistance, which is intended to replace part of the current support mechanisms.
The key idea is to make payments more individualized and closer to European standards. It is planned to implement a proactive approach: government agencies will independently identify families in need of assistance and facilitate the process of issuing payments.
Among the main innovations:

It is also specified that low-income families will be able to receive basic assistance even if they refuse certain child benefits.
Amount of social benefits and conditions for receiving assistance
The amount of new assistance will depend on the basic value, which will be established annually in the state budget. However, it cannot be less than the minimum living wage for able-bodied individuals.
The document also provides for mechanisms to stimulate work. For able-bodied recipients, measures will be introduced to help them return to the labor market and improve their level of financial independence.
In conclusion, the relevant committee recommended that the Verkhovna Rada adopt the bill in the first reading. If supported by the deputies, the social payment system could change in the near future.
It is worth noting that on March 20, 2026, a new bill No. 15094 was submitted to the Verkhovna Rada of Ukraine, according to which the basic value cannot be less than the official minimum living wage for able-bodied individuals as of January 1 of the current year.
