Funding Secured for Ukraine's Social Programs
Denys Ulutin, Ukraine's Minister of Social Policy, has confirmed that funding for social payments is fully secured. The state budget for 2026 allocates 468.5 billion UAH to the Ministry of Social Policy, Family, and Unity of Ukraine. Furthermore, the Cabinet of Ministers has approved a deficit-free budget for the Pension Fund of Ukraine for 2026, with total revenues and expenditures set at 1,263.3 billion UAH.
New Social Assistance Programs
Starting January 1, 2026, a new procedure for state childbirth assistance will be introduced, providing a one-time payment of 50,000 UAH. This payment applies only to mothers who give birth on or after that date. Additionally, the government has approved a compensation scheme for utility services at evacuation points for internally displaced persons (IDPs), covering costs for utilities, liquefied gas, and solid and liquid household heating fuel.
Beginning April 1, 2026, targeted support payments of 1,500 UAH will commence for pensioners and vulnerable population groups. These payments are part of the government's ongoing efforts to provide a social safety net during a period of economic strain. The recipients will include:
- Age-based pensioners,
- People with disabilities,
- Low-income families,
- Recipients of basic social assistance,
- IDPs who are also social payment recipients,
- Large families and single mothers.
It is important to note that the 1,500 UAH payment will be made once during April, either to bank accounts or via Ukrposhta (the national postal service). If an individual qualifies under multiple recipient categories, they will receive the payment only once.
'I want to say that funds for all social payments are budgeted. The budget has been formed both in the Pension Fund and in the Ministry of Social Policy. I want to assure everyone that we have sufficient funds for such payments,' stated Denys Ulutin.
