In September 2025, the head of the Kyiv City State Administration was charged under three articles of the Criminal Code of Ukraine due to his trips to Barcelona and Florence based on forged invitation letters. This led to the imposition of a preventive measure in the form of house arrest.
Currently, the indictment is not revoked, and the pre-trial investigation continues. According to the press service of the Kyiv City Prosecutor's Office, the accused's claim of illegal persecution is a manipulation as it does not correspond to reality.
“The court's obligation to register a criminal proceeding supposedly indicates my illegal persecution,” said the accused.
During the consideration of the complaint regarding the failure to enter information into the Unified Register of Pre-Trial Investigations, the investigating judge only checked the registration of the statement and not the grounds for the suspicion. The pre-trial investigation is being conducted by the Main Directorate of the National Police in Kyiv with the participation of the prosecutor's office and the SBU.
Forged Documents
During the investigation, it was established that the company which, according to the accused, issued the invitation for the trip denies issuing any documents. This confirms the fact of document forgery and their use by the accused.
Currently, the prosecution is verifying the authenticity of the invitation letters, not the fact of the official's travel to the border. This is confirmed by objective data obtained during the pre-trial investigation.
As a result of the investigation, it was established that the head of the Kyiv City State Administration was charged with using forged documents during trips to Spain and Italy. The pre-trial investigation is ongoing, and the offender refuses to acknowledge his guilt.
