Sergei Shoigu’s Remarks on a Diplomatic Resolution
Russia is prepared to pursue a diplomatic resolution to the war in Ukraine, but only after addressing the root causes of the conflict, according to Russian Security Council Secretary Sergei Shoigu. He laid out several prerequisites, including:
- Ukraine returning to a non-aligned, neutral, and nuclear-free status;
- Protection for Russian-speaking populations.
Shoigu emphasized that Moscow has never refused negotiations, yet ending the war hinges on meeting Russia's terms.
“We are interested in the final and complete return of Ukraine as a non-nuclear and non-aligned country,” he stated.

“The most important thing is that it must be a country that respects the rights of citizens living on its territory. In this case, we are, of course, interested in people who speak Russian,” Shoigu added.
