Enforced Disappearance in Ukraine: The Human Toll
Marking the International Day of Victims of Enforced Disappearance, Ukraine's Ministry of Foreign Affairs has drawn attention to a grim statistic: at least 9,796 people have been subjected to enforced disappearance since Russia's aggression against Ukraine began in 2014. The ministry also cautioned that the actual figure is probably far higher, since Russia has withheld information about those who are missing. This staggering number underscores the severe human rights impact of the ongoing war.
Under international law, enforced disappearance occurs when state agents, or individuals acting with their authorization, support, or tacit consent, detain someone while denying the detention and concealing the person's fate or whereabouts. By doing so, the state strips the individual of legal protection and leaves their family in a state of prolonged uncertainty.
"Behind these numbers are real people," the ministry said. "Thousands of individuals remain unaccounted for, and thousands of families wait for any word about them."
The Foreign Ministry also called on the international community to ensure that Russia is held accountable for these disappearances and for other crimes committed during its war in Ukraine. "A person is thus placed outside the protection of the law, and their loved ones can remain in the dark for months or even years," the statement continued. "On this International Day, we remember all those who have suffered this crime. People are not statistics. Every case must be investigated, and every missing person must be found."
European Union Sanctions
In a related development, the Council of the European Union has imposed sanctions on 16 individuals and 7 organizations found responsible for the deportation, forced transfer, and re-education of Ukrainian children. According to the Council, Russia has deported or abducted nearly 20,500 children since the start of the war.
