Every year on December 7, Ukraine celebrates Local Government Day – a holiday for those who, despite difficult circumstances, help their communities, ensuring the development and strength of the state.
During the full-scale invasion of the Russian Federation, it became clear how important the joint efforts of the entire management system are – from central government bodies to local levels. Communities turned out to be a vital element of resilience in times of crisis, making significant contributions to the recovery and development of territories.

The Role of Decentralization Reform
The decentralization reform played an important role in the ability of communities to act effectively, providing local authorities with the necessary powers and resources. This reform became a key factor in the resilience of the state during the war.
The next step will be to complete decentralization, adapt its tools to the conditions of conflict, and implement European governance standards. The government, together with communities, continues to work on recovery, strengthening institutional capacity, and developing territories.
