French President Emmanuel Macron called for intensified joint action against Russia's shadow fleet and proposed a separate meeting on the issue. "Europe must be at the negotiating table, in any case, although, to be honest, many leaders I spoke with today are skeptical that Putin is ready for any negotiations at present," he said.
