Washington and Kyiv Negotiate Military Technology Transfer

The U.S. Department of Defense has requested permission to test a range of Ukrainian defense innovations, including unmanned aerial vehicles, electronic warfare systems, and specific military technologies, on American territory. Alongside these trials, both nations are working on a framework agreement to govern the terms of any potential deal. This marks a significant step in bilateral defense cooperation, as Washington looks to leverage battlefield-proven Ukrainian solutions.

American interest centers on gaining access to certain proprietary technologies and intellectual property rights as part of a prospective agreement. Key areas of focus include:

  • AI-powered terminal guidance technologies,
  • GPS-free navigation systems,
  • Jam-resistant communication channels,
  • Combat doctrines for drone deployment.

The Pentagon intends to conduct independent evaluations of Ukrainian systems with the involvement of U.S. military personnel, signaling a high level of confidence in Ukraine’s wartime innovations.

Deepening U.S.-Ukraine Defense Collaboration

Ukraine’s Ambassador to the United States, Olha Stefanishyna, confirmed that a draft framework document has been developed through collaboration with the U.S. State Department and the Pentagon. She stated:

“Through our work with the State Department and the Pentagon, a draft framework document has been prepared, which is now under review by both sides at various institutional levels.” – Olha Stefanishyna
