Proposed Legislation Targets In-Flight Voice and Video Calls
A bill introduced in the U.S. House of Representatives aims to prohibit voice and video calls during flights, driven by concerns over safety and passenger conflicts. In 2018, Congress voted to require the Federal Aviation Administration (FAA) to ban in-flight calls but did not set a specific timeline. The new proposal, dubbed the 'Quiet Skies Act,' would mandate the FAA to finalize such a ban within 180 days. This legislative push comes as airlines increasingly offer Wi-Fi connectivity, raising questions about onboard phone use.
Airlines and Experts Weigh In
The bipartisan bill was introduced by Democrats Greg Stanton and Hillary Scholten, along with Republicans Rick Crawford and Rob Bresnahan. Currently, airlines handle in-flight calls differently:
- United, American, and Southwest completely prohibit voice calls during flights.
- British Airways has pledged to allow voice and video calls on aircraft equipped with Starlink Wi-Fi.
- Virgin Atlantic permits voice calls on Starlink-equipped flights but restricts them to short duration and bans video calls.
Paul Hudson, president of the nonprofit FlyerRights, supports the ban, stating it would accommodate passengers needing to handle business or family matters while protecting others.

“It’s an abnormal situation. If you’re sitting shoulder-to-shoulder with someone and have to speak loudly, you’re really disturbing other passengers around you.”Jacqueline Whitmore added: “You’re sitting an arm’s length from your seatmate, so they hear every word. No one wants to listen to your conversation.”
If enacted, this initiative could significantly reshape passenger aviation rules by fostering a quieter cabin environment and potentially reducing onboard conflicts.
