According to a Reuters report from January 27, 2026, the United States has presented Ukraine with a condition for receiving American security guarantees: Kyiv must agree to a peace treaty with Russia. These terms are being discussed within the framework of negotiations, mediated by Washington, between Ukrainian and Russian representatives.
During talks held last weekend in Abu Dhabi, the Trump administration indicated that U.S. security guarantees are considered a pivotal component of any settlement. However, obtaining them is contingent upon Ukraine's agreement to a peace deal, which would likely require territorial concessions to Russia concerning the Donbas region. A follow-up meeting between the negotiators is scheduled for Sunday in Abu Dhabi.
Negotiation Optimism and Hurdles
U.S. special envoys Steve Witkoff and Jared Kushner expressed optimism about reaching an agreement swiftly. Volodymyr Zelenskyy confirmed his readiness to sign an American security guarantee document, stating he was
“100% ready”. He also noted that Kyiv is awaiting the designation of a time and place to sign the agreement. Nonetheless, Zelenskyy emphasized that the issue of Ukraine's territorial integrity remains fundamental to any peace deal.
The Kremlin underscored on Monday that territorial matters are critical for any agreement to end hostilities in Ukraine. A senior Ukrainian official remarked that the process
“stops every time we are about to sign the security guarantees”, highlighting the complexity of the negotiations. While the U.S. is not dictating the specific content of a peace treaty to Ukraine, its stance has become a significant factor in the ongoing talks between Kyiv and Moscow.
